Jimmy Plater
Mr. Plater retired as a Chief Warrant Officer 5 in Army after a distinguished 30-year career in the U.S. Army. CW5 is the highest rank for warrant officers serving as master-level experts in the specialized field of Logistics. Mr. Plater spent the last 15 years of his career in Special Operations.
In 2015, he founded Extension Enterprise Group LLC (E2G). The company is based in Fayetteville, NC, home of Ft. Liberty (formerly Ft. Bragg), which hosts the second-highest concentration of Army generals outside the Pentagon. Mr. Plater is certified as a Black Belt Lean Six Sigma. His awards and decorations include the Legion of Merit, Meritorious Service Medal, Army Commendation Medal, Joint Service Accommodation Medal, Army Achievement Medal, National Defense Service Medal, Afghanistan Campaign Medal with Combat Star, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Expeditionary Medal, Southwest Asia Service Medal, Global War on Terrorism Service Medal, Korean Defense Service Medal, Armed Forces Service Medal, Humanitarian Service Medal, NCO Professional Development Ribbon (1OLC), Army Service Ribbon, Overseas Service Ribbon, NATO Medal, Air Assault Badge, The Honorable Order of St. Martin, Venezuelan Parachutist Badge, German Parachutist Badge and the Canadian Parachutist Badge. Tiffany Jones
Tiffany Jones brings an international perspective to her role as Director of Finance. As a Program Manager coming from Lockheed Martin, Ms. Jones has19+ years of experience supporting the Special Operations community (USASOC, NSWC, SOCPAC, SOCSOUTH, and MARSOC) and a proven track record of using data-driven solutions to solve complex business challenges.

She managed and improved the accuracy of $50M+ in budgets using Earned Value Management (EVM), allowing for better forecasting while still managing over 350+ people around the world. Ms. Jones also helped increase business by improving quality standards and communication. She values education, earning five degrees including an Master of Business Administration (MBA) degree, a bachelor’s degree in accounting, and a bachelor’s degree in business management along with multiple certifications including Project Manager Professional (PMP), Information Technology Infrastructure Library (ITIL), Federal Acquisitions Regulations (FAR), Lean Six Sigma Green Belt and Lean Six Sigma Black Belt.
Whether leading cross-functional teams or managing global installations, Ms. Jones leverages her comprehensive background in leadership, strategic planning, program management, and finance to deliver results. Chairperson
Retired Col. Donald L. Porter is the Chair of the Fayetteville Public Works Commission. Mr. Porter had a 30-year distinguished military career that included a series of important assignments in the maintenance and logistics fields. Following his military service, Mr. Porter served more than 20 years as Executive Director of the Raeford/Hoke County Economic Development Commission. Mr. Porter received his undergraduate degree from Norfolk State University and his master’s degree in human resources development from Webster University.

Ferd Irizarry
Yvonne Brown has more than 20 years of senior management experience in the IT sector and is accomplished in the delivery of technology enablement services, strategic outsourcing, governance, and stakeholder management. Ms. Brown served as director on the board of Nubia Brand International, a special purpose acquisition company (SPAC), from the closing of its IPO in March 2022 through the completion of its business combination with Honeycomb Battery Co. in February 2024. Ms. Brown was self-employed as an IT management consultant from January 2019 to March 2021. Prior to consulting, Ms. Brown served in roles as Director of Digital Business and Director of Transitions at Cognizant Technology Solutions. Ms. Brown has a B.A. in Computer Science from East Carolina University and an M.S. in Engineering Management from Southern Methodist University.

Tanya Nixon

Director, Supplier Diversity
In her current role, Tanya Nixon is the Director, Supplier Diversity for Aflac. Ms. Nixon is responsible for the overall strategy for supplier diversity to include company-wide programs to ensure opportunities for minority-owned vendors to participate in procurement activities; manages relationships with contracted minority, women, veteran, LGBTQ, and service-disabled veterans and the tracking and reporting of the diverse spend. Prior to joining Aflac, for two years, Ms. Nixon was Director, Supplier Diversity & Responsible Sourcing at Visa Inc. Prior to joining Visa, Ms. Nixon served for over ten years as a Manager, for the National Supplier Diversity/Impact Spending at Kaiser Permanente. Ms. Nixon holds a master’s degree in organizational development, a bachelor’s degree in business management, and a certificate in Human Resource Management.

Ferd Irizarry is an entrepreneur, philanthropist, and retired U.S. Army officer with over 36 years of joint, interagency, and multinational civil-military operations experience. Since leaving military service, Mr. Irizarry has focused on applying emerging technology for the defense industrial base. He is a principal and the senior advisor with the JMH Group–a DC-based business consulting, marketing, and government relations firm dedicated to increasing and accelerating business opportunities for clients and partners. He has a bachelor’s degree in psychology from Johns Hopkins University and a Master of Public Administration from Golden Gate University.

Steve Lamar is an entrepreneur with over 20 years of experience in construction, real estate development and diversity, equity and inclusion (DEI). He is the owner of Forward Planning and Solutions, which specializes in DEI Consulting, Construction Services and Construction Inspection Services. Previously, Mr. Lamar served as the President of ARGO Systems, a Maryland-based General Contractor. He has also served as the Director of Diversity for National Facilities Services (NFS) for Kaiser Permanente (KP), driving the strategy and annual direct spend of diverse vendors, including minority, veteran and women owned businesses. Mr. Lamar is a LEED accredited professional and a green building advocate. He has a Bachelor of Science in Civil Engineering from Temple University in Philadelphia and is a graduate of the Ross Program for Real Estate and Development at USC's Lusk Center.
